Issue<br />

It is stated that the goal "to aid in solving national and international legal and<br />

political problems" will be started only after the technical and environmental feasibility<br />

is demonstrated. Has this been factored into the schedule that has been developed for this<br />

program? What lead time and resources have been planned? Has the DOE participated in any<br />

international discussions <strong>of</strong> this problem. A description <strong>of</strong> the programs <strong>of</strong> other countries<br />

interested in seabed disposal would be helpful. (208-NRC)<br />

Response<br />

A discussion <strong>of</strong> international legal and institutional considerations is included in the<br />

final Statement Section 6.1.4 . This section mentions factoring these considerations into<br />

scheduling as "it is not too early" to identify them. (See also Sandia 1980b)<br />

The first paragraph <strong>of</strong> this section should state that at present it is illegal to put<br />

high-level wastes in, on, or under the seabed and that legislative action would be required<br />

Response<br />

There are various differing positions at this time as to the legality <strong>of</strong> subseabed dis-<br />

posal or legislative action required. During the next few years the subseabed program<br />

includes planning for research at universities and institutes within the U.S. to identify<br />

these issues and attempt to resolve them.<br />

A discussion <strong>of</strong> the legal and political concerns has been revised in the final State-<br />

ment and is presented in final Section 6.1.4.4.<br />
