The research and development costs to support the penetrometer emplacement concept are<br />

quoted as $250 million on p. 3.6.21, and as $60 million on p. 3.6.31. The components <strong>of</strong><br />

each figure should be given. What is the meaning <strong>of</strong> "state-<strong>of</strong>-the-art" (Figure 3.6.1)<br />

referring to penetrometer emplacement, given the quarter <strong>of</strong> a billion dollar research and<br />

Response<br />

The presentation <strong>of</strong> costs for this alternative has been improved in the final State-<br />

ment. R&D costs estimated for the subseabed program are $250 million. A reliable estimate<br />

<strong>of</strong> R&D costs for the development <strong>of</strong> the waste package, including penetrator, is not avail-<br />

able.<br />

a. "The resulting order-<strong>of</strong>-magnitude figure is $200 million for the capital cost <strong>of</strong> hand-<br />

b. The $25 million/year operating cost (p. 3.6.21).<br />

c. "It is estimated that the program can be completed in 25 years at an overall cost <strong>of</strong><br />

about $560 million including construction <strong>of</strong> one ship and a port facility" (p. 2.6.27).<br />
