SAFEGUARDS<br />

Materials <strong>of</strong> some value used for the cannister, are not expected to be an attractive<br />

target. The quantity <strong>of</strong> this material being used in the repository is so small compared to<br />

the amounts used and readily available elsewhere in our society that invasion <strong>of</strong> a reposi-<br />

tory for its recovery is not a credible concern. Copper and titanium and even gold have<br />

been suggested as cladding materials to provide corrosion resistance for the waste cannis-<br />

ters. The relatively small quantity and difficulty <strong>of</strong> recovering these materials by a<br />

mining operations makes them a very unlikely target.<br />

Issue<br />

One commenter expressed concern regarding an inference that the safeguard provisions<br />

for spent fuel and high level waste containing plutonium must be similar to those required<br />

for facilities processing strategic quantities <strong>of</strong> plutonium. (154)<br />

The reference that spent fuel or high level waste might require the same level <strong>of</strong> safe-<br />

guards as facilities handling strategic quantities <strong>of</strong> plutonium has been deleted from the<br />
