HEARING BOARD CHARTER<br />

The principal responsibility <strong>of</strong> the Hearing Board was to conduct a series <strong>of</strong> public<br />

hearings giving interested persons, organizations, and agencies the opportunity to comment<br />

on the Department <strong>of</strong> Energy (DOE) Draft Environmental Impact Statement <strong>of</strong> April 1979, "Man-<br />

agement <strong>of</strong> <strong>Commercially</strong> <strong>Generated</strong> <strong>Radioactive</strong> <strong>Waste</strong>." Based on public testimony briefings,<br />

and supplementary documents, the Board was to prepare a report to DOE identifying issues<br />

that should be addressed during preparation <strong>of</strong> the final Environmental Impact-Statement.<br />

Other than the Chairman, the Hearing Board was composed <strong>of</strong> distinguished scientists.<br />

None <strong>of</strong> the hearing board members were employees <strong>of</strong> DOE; they were contracted as consultants<br />

to conduct public hearings and identify to DOE those issues requiring consideration or<br />

revision during preparation <strong>of</strong> the F.inal Environmental Impact Statement. Furthermore, none<br />

<strong>of</strong> the hearing board members were involved in the preparation <strong>of</strong> the Environmental Impact<br />

Statement and were thus disinterested, impartial reviewers.<br />

HEARING BOARD MEMBERS<br />

Pr<strong>of</strong>essor George T. Frampton served as the Hearing Board Chairman for the public hear-<br />

ings. Pr<strong>of</strong>essor Frampton, a lawyer, specializes in the field <strong>of</strong> atomic energy law and has<br />

taught and performed research in this area for many years. He has also written articles<br />

dealing with this specialized area <strong>of</strong> law. Pr<strong>of</strong>essor Frampton's past experience in the<br />

nuclear field includes serving on the Illinois Atomic Power Investigating Commission, and<br />

being a consultant to the U.S. Joint Congressional Committee on Atomic Energy, to the<br />

National Committee on Radiation Protection and Measurements (regarding legislative control<br />

<strong>of</strong> ionizing radiation), and to the Atomic Energy Commission and its successor agency, the<br />

Energy Research and Development Administration.<br />

Another board member, Dr. Dorothy K. Newman, is a sociologist, a socioeconomist, and a<br />

distinguished author. She received her Ph.D in Sociology from Yale University. She was<br />

director <strong>of</strong> the Energy in People's Lives study, for the Energy Policy Project <strong>of</strong> the Ford<br />

Foundation. She has been a socioeconomist with the U.S. Department <strong>of</strong> Labor in matters<br />

relating to construction <strong>of</strong> housing, consumer economics and issues <strong>of</strong> the disadvantaged.<br />

She has been Director <strong>of</strong> Research for the National Urban League; Director <strong>of</strong> the Project on<br />

Race and Social Policy, supported by the Carnegie Corporation; and she recently completed a<br />

book entitled "Protest, Politics and Prosperity, Black Americans and White Institutions,<br />

1940 to 1975." She is presently a consultant and lecturer.<br />

Another board member, Dr. Clifford V. Smith, is Vice-President for the Administration<br />

at Oregon State University and Pr<strong>of</strong>essor <strong>of</strong> Environmental Engineering. He received his<br />

Bachelor <strong>of</strong> Science in Civil Engineering from the University <strong>of</strong> Iowa, his Masters <strong>of</strong> Sci-<br />

ence in Environmental Engineering and his Ph.D in Radiological Science and Environmental<br />

Engineering at Johns Hopkins. He is a Registered Pr<strong>of</strong>essional Engineers He has 26 years<br />

<strong>of</strong> experience in all facets <strong>of</strong> environmental engineering with industry, government and<br />

universities. He was formerly Director <strong>of</strong> the Office <strong>of</strong> Nuclear Materials, Safety and
