One commenter noted that the tables in Appendix 7A (DOE/ET-0028) present only the<br />

mining and construction costs for a repository. The GEIS should consider all costs that<br />

will be incurred through repository closure including operating and decommissioning costs.<br />

Response<br />

The tables in Appendix 7A are only intended to present detailed back-up data. All<br />

pertinent costs including operating and decommissioning costs are included in the reposi-<br />

tory cost estimates as explained in sections 7.4.10 and 7.5.10 <strong>of</strong> DOE/ET-0028 and Sections<br />

4.9 and 5.6 <strong>of</strong> the final Statement.<br />

Issue<br />

From the aspect <strong>of</strong> a utility regulatory commission, the Statement inadequately<br />

describes the cost <strong>of</strong> radioactive waste management. (43)<br />

Response<br />

The Statement presents estimates <strong>of</strong> the systems cost <strong>of</strong> various waste management<br />

options based on descriptions <strong>of</strong> conceptual facilities. The uncertainties in these cost<br />

estimates are also identified. In addition, the total cost <strong>of</strong> waste management may be found<br />

discussed in DOE/EIS-0015 (DOE 1980b) which includes a "best" estimate <strong>of</strong> the total waste<br />

management cost. The spent fuel charge data in DOE/EIS-0015 is the information that should<br />

be used by a utility regulatory commission.<br />

Issue<br />

One commenter requested that the Statement show range <strong>of</strong> cost estimates and how little<br />

disposal costs impact electric rates. (13)<br />

Response<br />

The range <strong>of</strong> cost estimates is shown in the draft Statement in Tables 3.1.89, 3.1.90<br />

and 3.1.91 on pp. 3.1.230 and 3.1.232. The impact <strong>of</strong> disposal costs on electric rates is<br />

shown in Table 1.5 on p. 1.23 and compared to total nuclear power generation costs in the<br />

last paragraph <strong>of</strong> the text on p. 1.22.<br />

Total waste management system costs and a comparison to total nuclear power costs are<br />

presented in Section 7.6 <strong>of</strong> this final Statement.
