Issue<br />

Table A.52 shows 5,760 metric tons <strong>of</strong> plutonium in spent fuel in the U + Pu recycle<br />

mode. Our calculations indicate that this quantity <strong>of</strong> plutonium indicates an extremely high<br />

mix <strong>of</strong> spent fuel from plutonium recycle as compared with UO2-enriched uranium only fuel As<br />

averaged over the entire time span to the year 2040, the MOX to UO 2 fuel ratio we calculate<br />

is 60/40. Please provide your basis for this estimate. (208-NRC)<br />

Response<br />

The data in Table A.52 in the draft Statement were developed using the computer code<br />

ENFORM (see Section 7.2 <strong>of</strong> the final Statement). This program calculates fuel cycle logis-<br />

tics and recycles recovered plutonium as MOX fuel as it becomes available. Table A.52 shows<br />

5,760 metric tons <strong>of</strong> plutonium in spent fuel but it also shows 4,400 metric tons <strong>of</strong> pluto-<br />

nium actually recycled. The ENFORM program results for this case show 97,000 MT <strong>of</strong> MOX fuel<br />

and 379,000 MT <strong>of</strong> total fuel. This is a 26/74 ratio <strong>of</strong> MOX to U0 2 enriched fuel. The:<br />

recycled plutonium is approximately 60% fissile plutonium. Thus, the 60/40 ratio calculated<br />

by the author <strong>of</strong> this comment contains a substantial error.<br />

Issue<br />

One commenter felt that some discussion should be included concerning the useful life<br />

<strong>of</strong> spent fuel casks and noted that the analysis appears to assume the casks used in the<br />

early time frame will be available for use 30-40 years later. (208-NRC)
