ORGANIZATION AND PRESENTATION<br />

1. Outlining the purpose and need <strong>of</strong> the Statement (Chapter 2.0). This chapter discusses<br />

the intent <strong>of</strong> the document, the proposed Federal action, and the "decision territory"<br />

covered.<br />

2. Identifying programmatic alternatives (Chapter 3.0) including a statement <strong>of</strong> a no-action<br />

alternative which the draft Statement did not do.<br />

3. Developing Chapter 4.0 which discusses predisposal options and systems.<br />

4. Emphasizing the proposed action (a program leading to a mined geologic repository) by<br />

discussing in a separate Chapter (5.0) with the presentation <strong>of</strong> disposal alternatives<br />

in Chapter 6.0.<br />

5. Including a new Chapter 7.0 which discussed trade<strong>of</strong>fs between the proposed action and<br />

the two alternative actions on a complete system basis.<br />

6. Expanding the Glossay (Chapter 8.0) to include additional geologic, environmental,<br />

and waste technology related terms.<br />

The Summary chapter was extensively revised so that the material would be more easily<br />

understood by the general public. In revising this chapter DOE was sensitive to the com-<br />

ments that the significant conclusions be highlighted in the Summary and that they be sub-<br />

stantiated by the material in the text. An effort was also made to increase the overall<br />

clarity and readability <strong>of</strong> the document by reducing the page length, being consistent in the<br />

use <strong>of</strong> terminology, using summary tables whenever possible, and relegating supporting data<br />

or information to the Appendices.<br />

The Statement is now consistent with DOE policy as directed by President Carter in his<br />

February 12, 1980, <strong>Waste</strong> <strong>Management</strong> Policy Statement and conforms to the DOE Position Paper<br />

for the NRC confidence rulemaking hearing activities (DOE 1980a).<br />

The Statement has been edited to reduce the ambiguities and redundancies found in the.<br />

draft. The method for referencing supporting documents was not changed. The present method<br />

is believed to allow adequate access to the material referenced.<br />

The tables that follow identify the correspondence between sections <strong>of</strong> the final State-<br />

ment and the draft. These tables will be <strong>of</strong> assistance to the reader during the remainder<br />

<strong>of</strong> Volume 3 when reference is made to either the draft or final Statements.<br />

Issue<br />

Discussion <strong>of</strong> environmental impacts <strong>of</strong> predisposal activities (storage, packaging and<br />

transport) is confusing. Some variations with various deferrals <strong>of</strong> decisions are included.<br />

All together 14 different options and sub-options are included. This sort <strong>of</strong> proliferation<br />

simply complicates the presentation. (154)
