Chapter 3.8 <strong>of</strong> the support document DOE/ET-0028 presents in detail the cost bases used<br />

in the Statement and discusses the effect <strong>of</strong> uncertainty on the cost assumptions. (see also<br />

final Section 3.2) In terms <strong>of</strong> commercial waste management, the only activity (involving<br />

utilities) that is presently occurring is water basin storage <strong>of</strong> spent fuel. The costs<br />

associated with this activity are assumed to be passed on to users <strong>of</strong> generated electricity.<br />

been published in several DOE reports. Most <strong>of</strong> these recent studies use cost estimates<br />
