At first Pius V. was unwilling to have a Cardinal nephew
to assist him. In the place of Tolomeo GaUi, who had been
very influential during the last year of Pius IV., he appointed
as segretario ivtimo his former secretary, Girolamo Rusticucci,^
whom he knew and valued as a man of few words, a retiring
disposition, and entirely devoted to him.^ He entrusted the
direction of his correspondence, and the carrying out of his
orders, which was equivalent to making him Secretary of
State, to a man of the strict school of Carafa, Cardinal
Reumano,^ who occupied Borromeo's apartments in the
Borgia Tower, ^ but the Pope retained the real control of the
government in his own hands. His consciousness of his great
