l88 HISTORY OF THE POPES. questration was actually laid upon the diocese of Vaison, because the bishop of that city never visited his diocese.^ The strict reformer did not give a thought to the fact that by these orders his own court would be shorn of its splendours. The Cardinals received orders to send back at once to their posts those members of their households who held benefices entaihng the care of souls, and also to go themselves to their own sees. 2 The Pope had already told a hundred Spaniards at the court that they must go back to their benefices. The correspondent who reports this fact was of opinion that very soon the city would be half emptied of all important personages.^ Naturally such expressions must not be taken quite Hter- ally. Even a Pius V. could not eradicate an inveterate habit by words and exhortations alone, and accordingly in the following year he began to take more stringent measures. THE DUTY OF RESIDENCE. 189 were imprisoned,^ and at the end of the year Binarini and Ormaneto received an order, which they were to carry into effect with all their power, to take proceedings against the bisho{)s after having warned them, and against all other offenders without warning. ^ On Sunday, after the pontifical High Mass, the bishops were informed that the Pope did not intend any longer to exhort them to their duty,^ and in the following year, 1568, the Pope made inquiries as to how many bishops, who had not resigned their sees, were still in Rome, and sent some of them to the Castle of St. Angelo.^ The question of residence made its appearance once more during the last years of Pius V. This time the man in whose hands was placed the carrying out of this difficult task was Carniglia. In virtue of a Papal edict, which bound all priests living in the Curia to furnish in writing their names, together with their benefices and their native land,^ he drew up a list of all the possessors of benefices residing in Rome.^ These then received orders to repair to their benefices,'^ and those who failed to obey were forced by Carniglia, acting under 1 *Avviso di Roma of March i, 1567, ibid. 365. 2 *" g gta clomenica ordino a mons.
