290 HISTORY OF THE POPES. had taken steps for the formation of well-arranged archives in the new building, ordering all that the minutes of the trials of the Inquisition should be collected and placed in the Holy Office, and that they were only to be made use of there. Pius V. then took steps to provide the necessary revenues for the Roman tribunal of the faith. If Pius IV. had imitated the mildness of Paul III. and Julius III. in his administration of the Inquisition, it was only natural that one who was so stem and so zealous for the purity of the faith as was Pius V., should once more adopt the policy of Paul IV. It was an expression of his holy zeal when, making use of the very words of Paul IV., he declared that questions of faith must take precedence of all other business, since the faith is the substance and groundwork of Christian- ity,^ and he stated in a solemn constitution that it would be his first care to see that heresies, false doctrines, and errors were removed and banished as far away as possible, for that ^ Decree of January 31, 1566, n. 102 ; Pastor, Dekrete, 28 seq. - On April 3, 1566, the tenure of Conca (as to this see Tomas- SETTi, Campagna, II., 387 seqq.; Abbate, Provincia di Roma, II. AND THE INQUISITION. 29I only thus could security and peace be restored to the Church.^ After an audience with Pius V., the Inquisitor of Brescia gave it as his opinion in March, 1566, that in all that concerned the tribunal of the faith the Pope stood in need of the bit rather than the spur ;2 a short time afterwards the Venetian ambassador, Tiepolo, wrote that nothing lay so near the heart of the Pope as the Inquisition.^ Under his government all appearance of any readiness to offend against it or to favour heresy had to be carefully avoided. Cardinal Sirleto, a few weeks after the election of Pius V., thought it advisable to send a special warning to Commendone on the subject. The Pope, so he wrote by Caligari, is very scrupulous in matters of faith ; Commendone must be on his guard against having any private conversation with the heretics, or, like Cardinal Este at Poissy, attending their sermons, for Pius V. would take any such act very ill."* When, in the last year of the Pope's life, the case of the Count of Cajazzo was being considered by the Holy Office, Cardinal Rambouillet dared to say a word on his behalf, but Pius V. silenced him abruptly, saying that it ill beseemed one who wore the Car- dinal's robes to speak on behalf of anyone accused by the Inquisition.^ ^ Bull of December 21, 1566, Bull.
