8o HISTORY OF THE POPES. the rights of the Apostohc See. Neither would Pius V. hear of keeping up the artillery, leaving this matter to the care of the citizens of Anagni. After this the Cardinals, as Cusano wrote, were convinced that if the Pope lived a long time he would get rid of all his troops, and would even do away with the Swiss Guard. Pius V. was but ill-satisfied with the way in which the Commission of State, which was at first composed of Farnese, Reumano, Rebiba and Vitelli, carried out its duties, and he added Granvelle to their number, which did not at all please the other four, Vitelli at once resigned, and Farnese thought of doing likewise ; it was generally thought that he would leave Rome so as to avoid an open quarrel.^ The importance of Bonelli's position was externally mani- fested by the fact that in May, 1566, he took possession of the apartments in the Borgia Tower vacated by the death of Reumano, and which were usually occupied by the Cardinal nephew.^ Cardinal Bonelli familiarized himself with his duties more quickly and far better than most people had expected.'* He was not, however, a personality of any great weight, for which reason the Pope did not allow him to do anything of importance without his consent.^ The same thing held good throughout the pontificate. AND THE CARDINALS. 8l working for their own selfish ends ; his want of confidence in them became so great that he often acted in direct con- tradiction to their advice.^ In spite of his spirit of independence, ^ Pius V. did not altogether despise good advice, though he only made much account of those who belonged to the strict school, such as Scotti, Rebiba, Sirleto, Capizuchi, Mula, Dolera, Simonetta, Alciati,^ and Commendone, who for a time held the first place among the Pope's confidants.^ Granvelle, too, counted for a good deal from the first. ^ Later on Cardinal Chiesa took an important share with Bonelli in the work of ad- ministration.,^ The advice of Morone was especially sought 1 See Tiepolo in Mutinelli, I., 87. 2 *" Vuol intendere tutte le cose Lei," wrote Serristori on April I, 1566.
