for the prelates and priests who were bound to residence.^
A further edict took av/ay from those who were still neglectful
of their duty the last hiding places and refuges which the
Council had been obliged to leave to them. In those cases
where there was no recognized episcopal authority, the bishops
were given power to act as the representatives of the Apostolic
See, and there was to be no appeal from their sentence in the
matter of residence, while all the existing Papal dispensations
were revoked.- These general ordinances were followed
by particular Papal directions addressed to individual bishops.
Thus, immediately after he had ascended the throne, Pius V.
charged the Bishop of Verona, in a special brief, to carry out,
by force if necessary, the decree of the Council as to residence
it having come to his ears that this matter was somewhat
neglected in Verona.^ The Archbishop of Candia, who only
found four of his nine suffragans in their dioceses, was ordered
to confiscate their revenues and apply them to the restoration
of churches.^ The Emperor himself, when he asked that one
of his councillors might be excused from the duty of residence,
had to be content with a refusal. ^
