The college of penitentiaries who, by commission of the Grand Penitentiary, were at the service of penitents in the three great basilicas of Rome, were also subjected to new regulations. According to the provisions of Pius IV., twelve of these so- called " minor penitentiaries," drawn from various religious orders and nationalities, were to work at S. Maria Maggiore ; Pius V. halved the number and ordered that they should all of them be drawn from the Roman province of the Dominican Order, assigning to them a suitable house near S. Pudenziana, and a sufficient revenue.^ Eight Franciscan Observants were to act as penitentiaries at the Lateran,^ and twelve Jesuits at St. Peter's, who also lived close by in a house of their own.^ The community life which he insisted upon for the penitentiaries was the reason for assigning this office to religious, and it was also obviously suitable that those who thus lived together should belong to the same Order ; at the same time, the Pope left the selection of capable men to the Provincials of the various Orders.* The other Papal tribunals and courts did not escape the zeal of the Pope, who was anxious to effect improvement everywhere. On February 15th, 1566, the reform of the Segnatura was effected,^ and since the officials of the Apostolic Camera had exercised their office with excessive strictness, ^ Bulls of September i and 6, 1568. THE VISITATION OF CHURCHES. I79 the Pope took rigorous measures on May 29th, 1567.^ It was rumoured in June, 1567, that the powers of the Camer- lengo were to be hmited.^ The correctors of the Cancelleria were reformed on October 21st, 1569, ^ and after long discussion,^ the auditors of the Camera, by a decree of November 20th, 1570.° Towards the end of 1568, it was reported in Rome that the Cancelleria had decided to meet only twice a week, on account of the reduction of its business.^ Lastly, the reforming zeal of the Pope was turned to the improvement of the archives of the Curia, which had hitherto been very much neglected. '^ The Council of Trent had entrusted the reform of the Church to the bishops ; it therefore seemed obvious to Pius V. that, as Bishop of Rome, he must set them an example in his own diocese. The Council had laid it down that one of the principal duties of a bishop was to make a visitation of all the churches and of all the ministers of the sanctuary. The Pope therefore wished to fulfil this obligation of visitation in the Eternal City as far as he could in person.^ He began on Sunday, May 12th, 1566, with the basihca of St. Peter's, in order to ^ Bull.
