220 HISTORY OF THE POPES. of Italy. ^ Commendone made a visitation of the monas- teries of South Germany in 1569 as Papal legate, 2 while Bartolomeo Porzia did the same in the diocese of Aquileia, with the consent of the Archduke, Charles of Austria. ^ The Pope intended to extend to Spain, ^ and even to the whole Church, 5 the visitation which he had ordered for Italy. The unfortunate experience which Pius V. had had of some of his episcopal brethren made him seek with all the more anxiety for means of excluding unworthy candidates from the episcopate, at least for the future. In a secret consistory on April i8th, 1567, he enacted that henceforth every Italian bishop must be examined in Rome by a commission. « On May 3rd three archbishops were charged with the duty of examining all those who were proposed in consistory for bishoprics and abbacies.' AND THE BISHOPS. 221 Pius V. also took strong measures against unworthy prelates,^ though he knew well, at the same time, how to find words of comfort and encouragement whenever a good bishop was in danger of losing heart under the stress of the difficult conditions of the time and the weight of his responsibilities. He was never sparing of letters of exhortation and encouragement to the bishops of the whole world. ^ It was with manifest joy that he bestowed his praise on the Bishop of Verdun, the Premonstratensian, Nicholas Pseaume, for his loyalty to the Catholic religion and the Holy See, saying that Pseaume, almost alone among the bishops, had kept his flock free from the heresy which surrounded it on all sides, and that God Mantua, May 3, 1567, loc. cit.).
