Streamline allocation and hiring timeline
• The trim and transfer process used in 2010-2011 included the new requirement that any
teachers scoring less than a 3 (effective) would not be placed on the trim list but moved
toward resignation, retirement or board action.
• The new staff allocation process was completed ahead of schedule in the spring of 2012.
However, due to school closures in late May, allocations had to be recalculated based
on new school boundaries, new grade configurations, certification requirements (middle
school vs. junior high – 6 th grade) and hiring took place through the first weeks of the
school year.
• Low-income/minority (LIM) schools received first priority in filling staffing allocations
and access to effective teacher placements.
Contract with Battelle for Kids to begin linking student achievement to program
design and implementation and value added data measurements.
Student achievement data for 2009-2010 and 2010-2011 is complete. Battelle provided support
in the linkage of teacher-student data, planning and roll out of value added data, and
subsequent professional development during the summer and fall.
Performance Management
The district began the first phase of its central office performance management initiative with
Battelle for Kids. The Human Capital and Finance Department were the first to develop
balanced scorecards which will eventually be linked to individual performance. Both
departments are continuing on to the next phase of learning how to respond to the data and
address process gaps. A Battelle for Kids contract is part of this year’s budget request to fund
the replication of this process with all other central office departments during 2012.
KEY ACCOMPLISHMENTS
Tulsa Public Schools has continued to gain momentum and make significant strides over the
past 18 months in the implementation of the Teacher and Leader Effectiveness initiative and
the district overall strategic priorities. Despite undergoing major reorganization and
approaching levels of change fatigue, TPS embarked upon the consolidation of 14 school sites
during 2011 and implemented recommended changes with significant stakeholder support.
