It is governed by a Mayor- Council-Manager form of government consisting of eight council members elected from four wards and a Mayor elected at large. Land Use and Development Trends Potential growth areas for the City are west of the city limits into Leavenworth County and the norther portion of the City, north of 1-70. Because there is no sewer to serve these two areas, it will be many years before anything develops at either location.
