The vulnerability of <strong>the</strong> planning area to a terrorism or agro-terrorism event is low. However,<br />

<strong>the</strong> planning significance is moderate in order to be better prepared should this man made<br />

hazard occur. Leavenworth, Johnson, and Wyandotte counties have thousands of small<br />

businesses, along with national and international corporations that, if interrupted by an event,<br />

could potentially cause significant economic loss. The loss of life because of <strong>the</strong> densely<br />

populated area would be catastrophic, and if <strong>the</strong> transportation nodes were targeted could result<br />

in more lives and economic loss as freight does not reach its intended destination. The<br />

resulting paranoia and fear after an attack could set <strong>the</strong> Region back, much as <strong>the</strong> country was<br />

set back after 911. Some of <strong>the</strong> interest in Region L that could be at risk of a terrorist attack,<br />

include:<br />

• Dense Population<br />

• Active Military installation at Fort Leavenworth<br />

• Close vicinity to a nationwide telecommunication provider<br />

• Venues for large amounts of people to congregate<br />

While agri-terrorism is not as huge of a concern in <strong>the</strong> planning area as many areas of <strong>the</strong> state<br />

are, it is still a high visibility area due to its close proximity to large amounts of people and<br />

marketplaces.<br />

A strategic nuclear, biological, or chemical attack on <strong>the</strong> United States could have <strong>the</strong> most<br />

devastating and far-reaching consequences. The use of <strong>the</strong>se weapons against <strong>the</strong> United<br />

States is unlikely. Unfortunately, however, as long as such weapons exist, <strong>the</strong>re is always a<br />

chance that <strong>the</strong>y could be used. The potential for traditional war-related attacks, using<br />

conventional weapons, is a scenario that is more likely to occur, based on currently available<br />

information, however even attacks of that variety are rare. Attackers are likely to have ei<strong>the</strong>r<br />

very specific targets such as Women’s clinics, or desire large publicity from <strong>the</strong> attacks.<br />

It is expected that <strong>the</strong> likelihood of attack is directly related to population density or more likely<br />

to an event that is occurring or to a specific location of importance to <strong>the</strong> attacker. For example,<br />

a large venue event, such as a sporting event attended by tens of thousands of people might be<br />

considered a desirable target. Most large public venues occur in densely populated areas since<br />

those areas are able to provide <strong>the</strong> infrastructure support (hotels, eateries, etc) for large<br />

numbers of people.<br />

Summary<br />

Dense populations, quickly accessible transportation modes, large venues for people, i.e.,<br />

concerts, active military installations, and an industrial and agricultural foothold are all entities<br />

that are attractive to terrorist. All of <strong>the</strong>se entities are provided in Region L, making it vulnerable<br />

to a terrorist/agri-terrorist attack. While this is unlikely to occur, <strong>the</strong> planning significance is<br />

moderate in order to prepare for an event in case it should happen.<br />
