Previous Occurrences<br />

• Summer of 2012 saw a Bradley Manning Protest in North Leavenworth. Bradley<br />

Manning was arrested on suspicion of leaking information which contributed to <strong>the</strong> Wiki<br />

Leaks controversy. While being incarcerated at <strong>the</strong> Leavenworth Prison, <strong>the</strong> County<br />

spent over 30,000 in protecting or mitigation <strong>the</strong> protest of people in support of Manning.<br />

Business was at a standstill for over 6 hours to maintain a safe and secure passage of<br />

people traveling through Leavenworth City. This event involved over 80 officers from<br />

<strong>the</strong> Leavenworth area, along with <strong>the</strong> Kansas Highway Patrol. While <strong>the</strong>re were no<br />

injuries, and Leavenworth County saw minimal damage, this event could have escalated<br />

but for Leavenworth’s proactive stance<br />

• While not considered a civil disorder event, in November 2012 a video surfaced of a<br />

“Fight Club” at Wyandotte High School. This club was allegedly set up for entertainment<br />

for <strong>the</strong> kids involved, and <strong>the</strong>re was no adult supervision or referees. These type of<br />

events could potentially get out of control, resulting in a civil disorder event, particularly<br />

in <strong>the</strong> case of a knife or gun being drawn<br />

Extent<br />

While civil disorder is a fairly rare event, when <strong>the</strong>y do occur <strong>the</strong>y are extremely disruptive and<br />

difficult to control. Law enforcement presence is often staffed below <strong>the</strong> peak loads at <strong>the</strong> start<br />

of an event like civil disorder, which in turn gives <strong>the</strong> event time to escalate. This hazard can<br />

occur anytime a large group ga<strong>the</strong>rs, which makes Region L particularly susceptible due to its<br />

venues for large ga<strong>the</strong>rings and events. Political, social, or o<strong>the</strong>r causes make it difficult to<br />

determine when and w<strong>here</strong> <strong>the</strong>y will occur. Pre-planning is done to quell potential civil<br />

disturbances simply through <strong>the</strong> presence of sufficient law enforcement personnel and preplanning<br />

for crowd control. Because Region L , specifically Johnson County, is <strong>the</strong> most<br />

densely populated area in Kansas, it is even more important that pre-planning be considered<br />

during events that have large crowd participation. Should a civil disorder event occur in <strong>the</strong><br />

planning area <strong>the</strong> result could be catastrophic, resulting in multiple deaths and a complete<br />

shutdown of facilities for 30 or more days. More than 50% of property could be severely<br />

damaged.<br />

Probability of Future Hazard Events<br />

Nationally, riots are likely to be a feature of life. Region L will no doubt not be unaffected by<br />

events that could lead to civil disorder, due to protests, demonstrations, or marches. Of notable<br />

concern is <strong>the</strong> rise nationally in school shootings and random shootings by individuals looking to<br />

make a statement or incite <strong>the</strong> masses. As depicted in <strong>the</strong> previous occurrences above, <strong>the</strong>re<br />

have been only a couple of notable incidents in <strong>the</strong> past couple of years. While this is not a<br />

statistically significant amount, it does show that incidents are becoming disconcerting enough<br />

to report. The probability of this type of hazard occurring in Region L is “Possible” within <strong>the</strong><br />

next 5 years.<br />
