capacity information when available. These are specific assets identified by <strong>the</strong> planning<br />

committee as <strong>the</strong> structures and facilities that should receive priority consideration in efforts to<br />

minimize risk.<br />

2.2.7 O<strong>the</strong>r Assets<br />

The vulnerability of Johnson County to disaster also involves inventorying <strong>the</strong> natural,<br />

historic, cultural, and economic assets of <strong>the</strong> area. This is important for <strong>the</strong> following reasons:<br />

• These types of resources warrant a greater degree of protection due to <strong>the</strong>ir unique and<br />

irreplaceable nature and contribution to <strong>the</strong> overall economy.<br />

• Knowing about <strong>the</strong>m ahead of time allows for a proactive stance to prepare before a disaster<br />

hits. In <strong>the</strong> immediate aftermath, when <strong>the</strong> potential for additional impacts is higher, it allows for<br />

an immediate response in order to lessen any damages.<br />

• The rules for reconstruction, restoration, rehabilitation, and/or replacement are often different<br />

for <strong>the</strong>se types of designated resources and knowing ahead of time can save time, money, and<br />

o<strong>the</strong>r resources..<br />

• Natural resources can have beneficial functions that reduce <strong>the</strong> impacts of natural hazards,<br />

such as wetlands and riparian habitat, which help absorb and attenuate floodwaters.<br />

• Losses to economic assets (e.g., major employers or primary economic sectors) could have<br />

severe impacts on a community and its ability to recover from a disaster.<br />
