Local Mitigation Concerns<br />

water supply and greatly increased customer water demand. Even if <strong>the</strong> raw water<br />

supply remains adequate, problems due to limited treatment capacity or limited<br />

distribution system capacity may be encountered.<br />

Suppliers for Region L. Basic source limitations were <strong>the</strong> most common cause of<br />

drought vulnerability, followed by distribution system limitations. Table 3.39 shows<br />

<strong>the</strong>se drought vulnerable public water suppliers by county.<br />

* Drought Limitation Categories<br />

Basic Source Limitation—The supplier’s primary raw water source is particularly sensitive to drought as evidenced by depleted<br />

streamflow, depleted reservoir inflow and storage, or by declining water levels in wells. Restrictions imposed due to inability to<br />

use a well(s) because water quality problems were considered indicative of a basic source limitation.<br />

Contractual Limitation—The supplier’s sole water source is purchased from ano<strong>the</strong>r system that is drought vulnerable and <strong>the</strong>re<br />

is a drought-cut-off clause in <strong>the</strong>ir water purchase contract. In such situations w<strong>here</strong> <strong>the</strong>re is not a drought cut-off clause, <strong>the</strong><br />

purchaser is considered drought vulnerable under <strong>the</strong> same limitation category as <strong>the</strong> seller.<br />

Distribution System Limitation—The supplier has difficulty or is unable to meet drought-induced customer demand for water<br />

because of inadequate finished water storage capacity, inadequate finished water pumping capacity, inadequate transmission<br />

line sizes, etc.<br />

Minimum Desirable Streamflow—The supplier reported imposing restrictions because of minimum desirable streamflow<br />

administration. Water rights junior to those granted for maintenance of established minimum desirable flows are subject to such<br />

administration.<br />
