City of De Soto<br />

De Soto was <strong>found</strong>ed in 1857 and is located between<br />

Lawrence and Kansas City on highway K-<br />

10. The nor<strong>the</strong>rn border is <strong>the</strong> Kansas River. According<br />

to <strong>the</strong> 2010 U.S. Census, <strong>the</strong> population of De Soto is<br />

5,720, an increase of 1,169 since 2000.<br />

Land Use and Development Trends<br />

With <strong>the</strong> growth in population over <strong>the</strong> past 10 years<br />

comes <strong>the</strong> need for more housing. Land area of <strong>the</strong> city is 11.32 square miles, and <strong>the</strong><br />

population density in 2010 was 516.8 people per square mile. According to <strong>the</strong> Census Bureau,<br />

<strong>the</strong> City of De Soto had 2,204 housing units.<br />

Technical and Fiscal Resources<br />

The City of De Soto has departments that include street, fire, water, wastewater, parks and<br />

recreation, planning & zoning, building & inspections, codes enforcement, city clerk, & court<br />

clerk. The Fire Chief of Fire District 1 also serves as <strong>the</strong> Emergency Manager. All o<strong>the</strong>r<br />

functions are supported by Johnson County.<br />

Financial tools that <strong>the</strong> City of De Soto could use to help fund mitigation projects include:<br />

• Capital Improvements project funding<br />

• Johnson County Stormwater Management Program<br />

• Taxes for specific purposes<br />

• Water or Sewer fees<br />
