Land Use and Development Trends<br />

In 2010, <strong>the</strong> population of Gardner was 19,123, a 49.1% percent increase since 2007. Today,<br />

Gardner has 9.79 square miles of land. Its population density in 2010 was 1,953 people per<br />

square mile.<br />

With this new growth, <strong>the</strong> City is currently developing more miles of streets, water lines,<br />

storm sewers, and sanitary sewer lines.<br />

Technical and Fiscal Resources<br />

The City of Gardner has a planner, floodplain manager, emergency manager, and building<br />

official. T<strong>here</strong> is also City personnel skilled in GIS. The City has an outdoor storm siren warning<br />

system operated by <strong>the</strong> Gardner Public Safety Department.<br />

Financial tools or resources that <strong>the</strong> city could potentially use to help fund mitigation activities<br />

include <strong>the</strong> following:<br />

• Community Development Block Grants<br />

• Capital improvements project funding<br />

• Johnson County Stormwater Management Program<br />

• Taxes for specific purposes<br />

• Fees for water and sewer<br />

• Impact fees for new development<br />

• Debt through general obligation bonds<br />
