7 The County and local governments<br />

will work with <strong>the</strong> Kansas Dept. of<br />

Ag - Division of Water Resources to<br />

educate and promote local<br />

jurisdictional participation in <strong>the</strong><br />

National Flood Insurance Program’s<br />

Community Rating System (CRS).<br />

The Kansas Division of Water<br />

Resources provides local training<br />

and education on <strong>the</strong> benefits of<br />

participation in <strong>the</strong> NFIP. The<br />

program provides availability of<br />

flood insurance to individuals whose<br />

local governments participate in <strong>the</strong><br />

program. Flood insurance claims<br />

are paid even if a disaster is not<br />

declared by <strong>the</strong> President, and<br />

<strong>the</strong>re is no payback requirement.<br />

Flood insurance policies are<br />

continuous, and are not nonrenewed<br />

or cancelled for repeat<br />

losses.<br />

8 Establish, promote, and fund<br />

continuity of water systems between<br />

rural water districts to larger water<br />

departments to manage future<br />

growth in <strong>the</strong> county. The rural<br />

water districts are in need to have<br />

some connectivity to larger<br />

municipal water departments to<br />

continue growth, and also to assure<br />

continuous water supply to all<br />

districts if one district is jeopardized<br />

with lost of water or contamination<br />

of <strong>the</strong> supply. Seek funding through<br />

Federal and State grants to<br />

accomplish this task.<br />

9 Encourage <strong>the</strong> construction of safe<br />

rooms and storm shelters in public<br />

and private schools, day care<br />

centers and senior care facilities.<br />

When severe wea<strong>the</strong>r threatens,<br />

individuals and families need<br />

advance warning and protection<br />

from <strong>the</strong> dangerous forces of<br />

extreme winds. Individuals and<br />

communities in high-risk tornado<br />

and hurricane areas need<br />

structurally sound shelters and early<br />

alert systems.<br />
