City of Leawood<br />

In December 1948, <strong>the</strong> City of Leawood became<br />

incorporated. One of <strong>the</strong> major reasons for<br />

incorporation was to improve city services. The 832<br />

residents were being serviced by <strong>the</strong><br />

Overland Park Volunteer Fire Department and <strong>the</strong><br />

Sheriff’s Department in Ola<strong>the</strong> and <strong>the</strong>y<br />

thought <strong>the</strong> response time was too long. So <strong>the</strong>y<br />

became incorporated to care for <strong>the</strong>mselves and<br />

purchased <strong>the</strong>ir own fire fighting equipment.<br />

Leawood operates under a Mayor and eight council<br />

member governing body that appoints a City<br />

Administrator. Departments include City Attorney, City Clerk, Community Development,<br />

Finance, Fire, Human Resources, Information Services, Municipal Court, Parks & Recreation,<br />

Police, and Public Works<br />

Land Use and Development Trends<br />

In 2010, <strong>the</strong> population of Leawood was 31,867, an increase of 4,211 people since 2000. Land<br />

area of <strong>the</strong> city is 15.08 square miles, and population density in 2010 was 2,113 people per<br />

square mile.<br />

Technical and Fiscal Resources<br />

Leawood has a staff experienced in land management and engineering infrastructure.<br />

Floodplain manager duties are handled by <strong>the</strong> Public Works Department and <strong>the</strong> Fire Chief<br />

serves as <strong>the</strong> City’s Emergency Manager. The following table details staff and technical<br />
