Kaw Valley Drainage District<br />

The sou<strong>the</strong>rn portion of <strong>the</strong> Fairfax-Jersey Creek Levee Unit, Argentine Levee Unit, Armourdale<br />

Levee Unit, and Central Industrial District levee Unit are maintained by <strong>the</strong> Kaw Valley Drainage<br />

District (KVDD). Several of <strong>the</strong> flood protection facilities within <strong>the</strong> KVDD directly affect <strong>the</strong><br />

FDD’s operations. These facilities extend along <strong>the</strong> right bank of <strong>the</strong> Missouri River from<br />

Station 31+50 to near <strong>the</strong> mouth of <strong>the</strong> Kansas River. FDD and KVDD share responsibility for<br />

operation and maintenance of <strong>the</strong> Fairfax-Jersey Creek Unit.<br />

Technical and Fiscal Resources<br />

The KVDD has a General Manager and five maintenance and operations staff to manage <strong>the</strong>ir<br />

district. They are governed by a three Member Board. The General Manager also acts as <strong>the</strong><br />

emergency manager in flood events.<br />

Financial resources available for potential mitigation activities include:<br />

• Capital Improvements Project Funding via government Obligation Bonds<br />

• Debt through Special Tax Bonds such as No Fund Warrants<br />

Existing Plans and Policies<br />

The KVDD has a Flood Plan that includes emergency procedures for levee protection and<br />

sandbagging operations.<br />

O<strong>the</strong>r Mitigation Activities<br />

The KVDD annually provides flood protection updates to <strong>the</strong> Fairfax Industrial Association.<br />

Leavenworth Rural Water District #7<br />

RWD7 services <strong>the</strong> counties of Leavenworth and Wyandotte. They currently employ a<br />

mapping specialist and an engineer. Funding <strong>the</strong>y have available includes Capital<br />

Improvements Funds, Fees for water, sewer, gas, or electric services, impact fees for<br />

new development, debt through general obligation bonds, and special tax bonds.<br />

RWD 7 sends out responsible water use flyers as part of <strong>the</strong>ir mitigation activities. They<br />

currently have a new water district office at 142 nd St. and K-32 Hwy.<br />
