City of Gardner<br />

This community was settled mainly by Free<br />

State men. Unlike <strong>the</strong>ir neighboring State of<br />

Missouri that supported slavery. This created many<br />

border war raids and ignited <strong>the</strong> beginning of <strong>the</strong><br />

Civil War.<br />

Gardner became an incorporated town in<br />

1886 and was named in honor of Governor Gardner<br />

of Massachusetts, w<strong>here</strong> Free State settlers<br />

originated. Though many travelers of <strong>the</strong> westward<br />

expansion had already traveled through Gardner by<br />

1886, it was known as <strong>the</strong> location w<strong>here</strong> <strong>the</strong> trails<br />

divide. The Santa Fe Trail, <strong>the</strong> Oregon Trail, and <strong>the</strong> California Trail all split at this location.<br />

Gardner is located in <strong>the</strong> southwest part of <strong>the</strong> county and is surrounded by unincorporated<br />

Johnson County.<br />

The City is operated by a mayor and city council that appoint a city administrator that is<br />

responsible for <strong>the</strong> daily operations of <strong>the</strong> City. T<strong>here</strong> are also five departments within <strong>the</strong> City<br />

government: Finance, Public Works, Community Development, Public Safety, and Parks &<br />

Recreation. The City uses <strong>the</strong> public safety concept w<strong>here</strong> <strong>the</strong> police, fire, and medical are all<br />

cross-trained and can be a first responder for any public safety concern.<br />
