The statistical analysis below uses two significant factors in determining <strong>the</strong> drought<br />

vulnerability for Region L. One is <strong>the</strong> USDA Risk Management Agency’s annualized insured<br />

crop losses as a result of drought conditions during <strong>the</strong> ten-year period of 2002-2011 and <strong>the</strong><br />

number of drought vulnerable public water suppliers in Kansas from Table 3.25 from above. It<br />

was determined that all counties in Region L have ei<strong>the</strong>r insured crop loss and/or drought<br />

vulnerable public water suppliers thus all counties are rated at least at a medium vulnerability<br />

rating since agriculture is a major economic factor in most of <strong>the</strong> Region L counties and public<br />

water supply is an essential service to all of <strong>the</strong> region.<br />

The rating values of <strong>the</strong> two factors were divided by 50 percent to determine <strong>the</strong> total drought<br />

vulnerability rating. The total drought vulnerability rating put all counties in ei<strong>the</strong>r <strong>the</strong> medium,<br />

medium-high or high category. Table 3.37 provides <strong>the</strong> factors considered and <strong>the</strong> rating values<br />

assigned.<br />
