Fire Prevention Program - This program focuses on structural inspection to ensure compliance<br />

with <strong>the</strong> Kansas Fire Prevention Code. The Kansas State Fire Marshal’s Office works with local<br />

jurisdictional authorities. In addition, <strong>the</strong> Fire Prevention Division regulates <strong>the</strong> storage of highly<br />

flammable <strong>material</strong>s; oversees businesses involved in selling fire extinguishers, alarms, and<br />

sprinkler systems; and regulates fireworks manufacturers and displays. The division also tracks<br />

annual school fire and tornado drills.<br />

Hazardous Materials Program - The Hazardous Materials Division is charged with developing,<br />

training, equipping, and supporting 12 regional hazardous <strong>material</strong>s/weapons of mass<br />

destruction (WMD) response teams across <strong>the</strong> State. These teams support local first<br />

responders in hazardous <strong>material</strong>s incidents, accidents, and acts of terrorism. They provide<br />

training, planning, and analysis related to hazardous <strong>material</strong>s accidents/incidents and WMD<br />

events to help local facilities and local, state, and federal agencies before an event occur. These<br />

teams are trained in <strong>the</strong> Incident Command System, facility pre-planning (which includes<br />

performing vulnerability analyses), and coordination among local, state, and federal agencies.<br />

Many of <strong>the</strong>se trained personnel serve on local emergency planning committees, providing<br />

expertise and assistance to numerous communities. The division coordinates with o<strong>the</strong>r state<br />

agencies for training and actual hazardous <strong>material</strong>s/terrorism response.<br />

Kansas Water Office<br />

Assessment and Evaluation - The Kansas Water Office assesses water resource conditions<br />

and assists in identification of priority areas to target state financial and technical assistance and<br />

to provide a baseline, against which progress in meeting objectives can be measured.<br />

Drought Monitoring - The Kansas Water Office, with <strong>the</strong> approval of <strong>the</strong> Kansas Water<br />

Authority, develops guidelines which indicate when drought conditions exist in <strong>the</strong> state.<br />

Conditions are routinely monitored and when drought conditions exist, <strong>the</strong> Kansas Water Office<br />

informs <strong>the</strong> Governor and recommends assembly of <strong>the</strong> Governor’s Drought Response Team. A<br />

periodic Kansas Drought Report is prepared and posted on <strong>the</strong> website of <strong>the</strong> Kansas Water<br />

Office.<br />

Governor’s Drought Response Team - This team, chaired by <strong>the</strong> Kansas Water Office, is<br />

responsible for implementing an interagency state response to drought that is properly<br />

coordinated with local and federal response activities at all drought stages. The team is<br />

consulted on drought status declarations and responses.<br />

Drought Operations Plan - An operations plan spelling out team membership, leadership, and<br />

procedures was updated and approved by <strong>the</strong> Governor in June 2012. It identifies individual<br />

agency responsibilities at three drought stages. This operations plan outlines a phased<br />

approach to drought response keyed to three county drought stages declared by <strong>the</strong> Governor:<br />

watch, warning and emergency. Specific agency actions to be taken at each stage are<br />

identified. The Kansas Water Office developed <strong>the</strong> operations plan with input from state and<br />

federal agency members of <strong>the</strong> response team.<br />
