important to note that a high<br />

hazard dam is not necessarily<br />

unsafe, as defined by <strong>the</strong> State of<br />

Kansas. An individual dam’s<br />

hazard classification is based<br />

upon <strong>the</strong> potential consequences<br />

of dam failure and does not reflect<br />

<strong>the</strong> physical condition of <strong>the</strong> dam.<br />

Preparing for a potential<br />

emergency is an essential<br />

planning step to secure <strong>the</strong> people<br />

and property downstream from a<br />

potential breach or dam failure.<br />

T<strong>here</strong> are also an estimated 48<br />

levees reported in <strong>the</strong> county,<br />

of which four (4) are owned by <strong>the</strong><br />

county. Ownership for <strong>the</strong><br />

remaining levees is listed as<br />

unknown.<br />

19 Seek funding to complete a<br />

stormwater drainage study for<br />

Leavenworth County that will lead<br />

to a stormwater management<br />

ordinance that maintains predevelopment<br />

runoff rates. The<br />

study should include an evaluation<br />

of existing dams/levee systems,<br />

vulnerable streams, and o<strong>the</strong>r<br />

major waterways in <strong>the</strong> county<br />

that may impact growth patterns<br />

established for <strong>the</strong> county.<br />

Stormwater management best<br />

practices for Leavenworth are<br />

addressed in <strong>the</strong> Leavenworth<br />

County Land Use Plan. According<br />

to <strong>the</strong> Plan, guidance is to protect<br />

environmentally sensitive land and<br />

maintain open space, and<br />

adopting a stream setback policy<br />

for all new developments. A<br />

stormwater drainage study/plan<br />

will identify drainage problems and<br />

address solutions through<br />

detention, retention, and drainage<br />

system maintenance among o<strong>the</strong>r<br />

specific mitigation measures.<br />
