Previous Occurrences<br />

No previous terrorist or agro-terrorism events have been noted in <strong>the</strong> planning area. However,<br />

<strong>the</strong>re are sympathies for terrorist groups.<br />

Extent<br />

• January 2009, according to <strong>the</strong> Kansas City Tribune, a chapter of <strong>the</strong> Muslin American<br />

Society (MAS-KC), held a rally in support of Hamas, a group that <strong>the</strong> United States has<br />

cited as being a terrorist group.<br />

• 1989 at a Kansas City auditorium, a masked man described in Arabic <strong>the</strong> ‘oceans of<br />

blood’ spilled in Hamas’ armed attacks on Israeli soldiers and civilians, thanking two<br />

nonprofit organizations for being allies.<br />

• May 2005, Daveed Gartenstein-Ross stated in an interview in The Weekly Standard<br />

that, “MAS is a U.S. front group for <strong>the</strong> Muslim Bro<strong>the</strong>rhood, which was a claim<br />

supported by a Chicago Tribune story that ran in 2004. Their goal is to see sharia law<br />

as <strong>the</strong> law of <strong>the</strong> United States. In 2007 MAS’s ties to <strong>the</strong> Bro<strong>the</strong>rhood were confirmed<br />

as reported by <strong>the</strong> Investigative Project on Terrorism.<br />

While <strong>the</strong>re have not been any terrorist events in <strong>the</strong> planning area, should a worse case<br />

scenario occur <strong>the</strong> planning committee has determined that extent could potentially be<br />

Catastrophic. Event could result in multiple deaths, a complete shutdown of facilities for more<br />

than 30 days, and more than 50% of property could be severely damaged.<br />

Probability of Future Events<br />

Region L could potentially be attractive to a Terrorist Cell due to its central location in <strong>the</strong> United<br />

States, its large population base, and <strong>the</strong> transportation nodes. It is also an area that is full of<br />

historical and cultural buildings, with a military presence. Based on <strong>the</strong> three historical events,<br />

of which none were violent, <strong>the</strong> probability of this hazard affecting <strong>the</strong> planning area with <strong>the</strong><br />

next 10 years is “Unlikely”.<br />

Impact and Vulnerability<br />

The impact to <strong>the</strong> planning area could potentially include all infrastructure, critical facilities,<br />

crops, humans and animals. The degree of impact would be directly related to <strong>the</strong> type of<br />

incident and <strong>the</strong> target. Potential losses could include cost of repair or replacement of damaged<br />

facilities, lost economic opportunities for businesses, loss of human life, injuries to persons, loss<br />

of food supplies, disruption of <strong>the</strong> food supply chain, and immediate damage to <strong>the</strong> surrounding<br />

environment. Secondary effects of infrastructure failure could include public safety hazards,<br />

spread of disease, increased morbidity and mortality among <strong>the</strong> local and distant populations,<br />

public panic and long-lasting damage to <strong>the</strong> environment. Terrorism events are rare<br />

occurrences and specific amounts of estimated losses for previous occurrences are not<br />

available due to <strong>the</strong> complexity and multiple variables associated with <strong>the</strong>se types of hazards.<br />
