appropriate building codes for <strong>the</strong><br />

Jurisdiction that includes Wind<br />

resistant design techniques for<br />

new construction. Currently,<br />

Leavenworth County does not<br />

have any building code<br />

requirements. Incorporated and<br />

unincorporated areas of <strong>the</strong><br />

county should adopt and enforce<br />

codes that require certain<br />

minimum building practices and<br />

contractor licensing for wind loss<br />

reduction. Experts agree that<br />

structures built to exceed high<br />

wind provisions have a much<br />

greater chance of surviving violent<br />

windstorms. Additional techniques<br />

include adding protection for<br />

windows (i.e., shutters), anchoring<br />

door frames with multiple hinges,<br />

stiffening garage doors with<br />

additional bracing, reinforcing<br />

masonry chimneys with vertical<br />

steel, and streng<strong>the</strong>ning<br />

connections between walls and<br />

<strong>the</strong> roof with hurricane straps and<br />

ties. These techniques should be<br />

promoted to building contractors<br />

and homebuyers by <strong>the</strong> county for<br />

all new residential construction, to<br />

<strong>the</strong> maximum extent possible<br />

during <strong>the</strong> building permit process.<br />

22 Establish a local reserve fund to<br />

augment <strong>the</strong> Leavenworth County<br />

GIS Department’s<br />

ability to monitor building trends<br />

and erosion patterns across <strong>the</strong><br />

county through frequent aerial<br />

photography. Utilization of GIS<br />

capabilities should be expanded to<br />

include monitoring of county<br />

topography and water erosion<br />

changes a minimum of four times<br />

a year. This frequency will allow<br />

development of additional GIS<br />

layers for future planning, and also<br />

assist in identifying mitigation of<br />

potential problem areas before<br />

<strong>the</strong>y become a major issue for <strong>the</strong><br />

county.<br />
