Leavenworth County Emergency<br />

Management as prescribed by <strong>the</strong><br />

Kansas Department of Agriculture<br />

– Water Resources Division, Chief<br />

Engineer. Additionally, Levee<br />

owners should be contacted<br />

regarding potential PM 43<br />

requirements for continued<br />

validation of protected areas<br />

behind <strong>the</strong> levees. Leavenworth<br />

County has 221 dams in <strong>the</strong><br />

county that are regulated by <strong>the</strong><br />

Kansas Department of Agriculture,<br />

Water Resources Department.<br />

Seven of <strong>the</strong>se structures are<br />

classified as “High Hazard”<br />

structures. These seven dams<br />

should have Emergency Action<br />

Plans on file with emergency<br />

management for <strong>the</strong> protection of<br />

life and property downstream of<br />

<strong>the</strong>se structures. The State<br />

evaluation of <strong>the</strong> dams is based<br />

on location in areas w<strong>here</strong> failure<br />

may cause extensive loss of life,<br />

serious damage to homes,<br />

industrial and commercial<br />

facilities, important public utilities,<br />

main highways or railroads. It is<br />

important to note that a<br />

classification as “High Hazard” is<br />

not necessarily unsafe, as defined<br />

by <strong>the</strong> State of Kansas. An<br />

individual dam or levee hazard<br />

classification is based upon <strong>the</strong><br />

potential consequences of dam<br />

failure and does not reflect <strong>the</strong><br />

physical condition of <strong>the</strong> dam.<br />

Preparing for a potential<br />

emergency is an essential<br />

planning step to secure <strong>the</strong> people<br />

and property downstream from a<br />

potential breach or dam failure.<br />

Approximately 48 levees were<br />

identified in Leavenworth County.<br />

Certifications are unknown at <strong>the</strong><br />

time of this Plan.<br />
