also maintain flows for navigation downstream. The program is a little older than <strong>the</strong> program on<br />

levee safety and also has a risk portfolio for prioritizing dam work.<br />

Emergency Management - This USACE Civil Works program addresses flood fighting and <strong>the</strong><br />

rehabilitation of damaged infrastructure, such as levees or dams. In addition, major disasters<br />

and emergencies are also coordinated through this program.<br />

Missouri River Basin Water Management - The flows of <strong>the</strong> Missouri River are managed by<br />

<strong>the</strong> USACE Northwestern Division. Eight authorized purposes must be addressed, including<br />

flood risk management. Flows from <strong>the</strong> Kansas River are part of <strong>the</strong> Missouri River Basin, and<br />

<strong>the</strong> Kansas City District Water Management handles this. In sou<strong>the</strong>rn Kansas, <strong>the</strong> Tulsa District<br />

does water control for Arkansas River as part of <strong>the</strong> USACE Southwestern Division. The Water<br />

Control staff manages <strong>the</strong> following reservoirs: Big Hill, Council Grove, El Dorado, Elk City, Fall<br />

River, John Redmond, Marion, and Toronto lake projects.<br />

Kansas Water, Wastewater, Gas and Electric Utility Mutual Aid Program (KSMAP)<br />

KSMAP has been developed to serve as <strong>the</strong> mutual aid program for Kansas utilities. The project<br />

is a joint effort of Kansas Municipal Utilities, Kansas Rural Water Association, <strong>the</strong> Kansas<br />

Section – American Water Works Association, <strong>the</strong> Kansas Water Environment Association,<br />

Kansas Corporation Commission, Kansas Department of Health & Environment and <strong>the</strong> Kansas<br />

Division of Emergency Management. The organizations participating in KSMAP stand ready to<br />

help with inter-utility assistance of equipment, <strong>material</strong>s and personnel to assist in <strong>the</strong><br />

restoration and continuation of utility service for those utilities needing assistance (source:<br />

Watershed Restoration and Protection Strategy<br />

The Kansas Watershed Restoration and Protection Strategy (WRAPS), http://www.kswraps.org/<br />

offers a framework that engages citizens and o<strong>the</strong>r stakeholders in a teamwork environment<br />

aimed at protecting and restoring Kansas watersheds. The WRAPS framework consists of<br />

identifying watershed restoration and protection needs, establishing watershed goals, creating<br />

cost-effective action plans to achieve established goals, and implementing <strong>the</strong> action plans.<br />

Each watershed served by a WRAPS team completing <strong>the</strong> program framework is eligible for<br />

WRAPS grant funding. The WRAPS funds are administered by <strong>the</strong> Kansas Water Office in<br />

collaboration with an interagency Work Group, which consists of representatives from a number<br />

of state and federal agencies.<br />
