incident area.<br />

Local economy and finances may be adversely affected,<br />

depending on damages sustained (minimal to severe).<br />

Response and recovery will be in question if not timely<br />

and effective. Warning systems in place and <strong>the</strong><br />

timeliness of those warnings could be questioned<br />

(minimal to moderate).<br />
