Heavy accumulations of ice, often <strong>the</strong> result of freezing rain, can bring down trees, utility poles,<br />

and communications towers and disrupt communications and power for days. Even small<br />

accumulations of ice can be extremely dangerous to motorists and pedestrians.<br />

Location<br />

The entire planning area is susceptible to heavy snow and freezing rain. Figure 3.83 shows <strong>the</strong><br />

average snowfalls for <strong>the</strong> planning area.<br />

The Region sees an average number of 8 – 9 hours per year with freezing rain.<br />

Previous Occurrences<br />

Region L has been in 4 out of eight Presidential Declarations that involved winter storms since<br />
