Stream Obstructions Program - This program regulates and monitors <strong>the</strong> changes in <strong>the</strong><br />

course, current, or cross section of a stream; processes applications; <strong>review</strong>s and approves<br />

plans; inspects ongoing projects before, during, and after construction; and performs ongoing<br />

safety inspections.<br />

Watershed District Program and Multipurpose Small Lakes Program - These programs<br />

support <strong>the</strong> division’s responsibilities to perform regulatory and supervisory tasks during <strong>the</strong><br />

formation of a watershed district and for projects to be built under <strong>the</strong> Small Lakes Program (see<br />

Kansas Department of Agriculture, Division of Conservation).<br />

Kansas Department of Commerce<br />

Community Service Tax Credit - This incentive program offers Kansas tax credits for<br />

contributions to approved projects. Tax credits for nonprofit organizations allow <strong>the</strong>m to improve<br />

<strong>the</strong>ir ability to undertake major capital fundraising drives. Projects eligible for tax credit awards<br />

include community service, crime prevention and health care<br />

Kansas Partnership Fund - This fund provides low-interest state loans to cities and counties<br />

for infrastructure improvements that support Kansas basic enterprises. Loans are designed to<br />

help city and county governments attract new businesses and expand existing businesses.<br />

Small Cities Community Development Block Grant Program - The department administers<br />

<strong>the</strong> CDBG program, awarding grants in four categories: community improvement, urgent need,<br />

Kansas Small Towns Environment Program and economic development. The CDBG program is<br />

a competitive grant process through which about half of <strong>the</strong> funding goes to support <strong>the</strong><br />

development of community facilities and water and sewer projects.<br />

Kansas Department of Corrections—Capital Improvements and Facilities Maintenance<br />

Mitigation-related responsibilities of <strong>the</strong> Kansas Department of Corrections include public health<br />

and safety services, property repair and rehabilitation and property acquisition.<br />

Kansas Department of Education<br />

The Department oversees <strong>the</strong> education of students in Kansas in grades K-12.<br />

Unified School Districts in Kansas are encouraged to participate in local multi-jurisdictional<br />

hazard mitigation plans and identify mitigation actions. Many mitigation actions include<br />

construction of tornado safe rooms in <strong>the</strong>ir buildings; education on hazards and ongoing<br />

required drills to protected lives during fires, tornadoes, and intruders.<br />
