value of 1-10 was assigned to <strong>the</strong> data obtained for each factor and <strong>the</strong>n weighted equally and<br />

factored toge<strong>the</strong>r to obtain overall vulnerability scores for comparison and to determine <strong>the</strong> most<br />

vulnerable counties.<br />

The following are <strong>the</strong> data sources for <strong>the</strong> rating factors: Social Vulnerability Index for <strong>the</strong><br />

counties from <strong>the</strong> Hazards and Vulnerability Research Institute at <strong>the</strong> University of South<br />

Carolina, National Climatic Data Center (NCDC) storm events (2006 – 2012), U.S. Census<br />

Bureau (2010), USDA’s Census of Agriculture (2007) and USDA Risk Management Agency<br />

(2002 – 2011). Please note that <strong>the</strong> data on crop losses only applies to insured crops.<br />

According to <strong>the</strong> 2011 Kansas Crop Insurance Profile Report issued by <strong>the</strong> USDA Risk<br />

Management Agency 82 percent of Kansas’ row crops were insured in 2011.<br />

It was determined that since hail is a common occurrence in <strong>the</strong> region, that using historical<br />

events and property damages from 2006 forward provides adequate events to describe <strong>the</strong> hail<br />

hazard in Kansas.<br />

Table 3.88 provides <strong>the</strong> data obtained for each of <strong>the</strong> factors by county. Table 3.89 that follows<br />

provides <strong>the</strong> ranges that were used to determine <strong>the</strong> resulting ratings.<br />
