Should a significant radiological incident occur, <strong>the</strong> planning committee has determined that <strong>the</strong><br />

magnitude would be critical with injuries and/or illnesses resulting in permanent disability. 25% -<br />

50% of property would be severely damaged in <strong>the</strong> incident area, and critical facilities could be<br />

completely shut down for at least two weeks.<br />

Probability of Future Hazard Events<br />

Region L is not within <strong>the</strong> 10- mile or 50-mile emergency planning zones, however, <strong>the</strong>y could<br />

potentially be susceptible to radiological events through <strong>the</strong>ir transportation nodes, hazardous<br />

<strong>material</strong>, industrial, and medical uses which have radiation as a component. The planning area<br />

is a highly urbanized area with medical centers that could be subjected to <strong>the</strong>ft of entities<br />

containing radiological elements. The incidences of radiological release are a rare occurrence<br />

in Region L and have been given a probability of “Unlikely” by <strong>the</strong> planning committee.<br />

Impact and Vulnerability<br />

The potential danger from an accident is exposure to radiation. This exposure could come from<br />

<strong>the</strong> release of radioactive <strong>material</strong> from <strong>the</strong> plant into <strong>the</strong> environment, usually characterized by<br />

a plume (cloud-like formation) of radioactive gases and particles. The major hazards to people<br />

in <strong>the</strong> vicinity of <strong>the</strong> plume are radiation exposure to <strong>the</strong> body from <strong>the</strong> cloud and particles<br />

deposited on <strong>the</strong> ground, inhalation of radioactive <strong>material</strong>s and ingestion of radioactive<br />

<strong>material</strong>s.<br />

The planning area is not within <strong>the</strong> 10 mile or 50 mile emergency planning zone of any nuclear<br />

plant, however <strong>the</strong> transportation nodes increase <strong>the</strong> vulnerability to <strong>the</strong> Region. A truck<br />

transporting fuel rods, or medical equipment that is involved in an accident can put <strong>the</strong> entire<br />

population at risk. Region L is also a very urbanized area with multiple hospitals, elderly care<br />
