Easton. Flooding events occur in<br />

<strong>the</strong> area due to a sustained<br />

duration of high-intensity rainfall<br />

and to elevated water levels of <strong>the</strong><br />

Stranger Creek and Dawson<br />

Creek . This has caused<br />

significant danger to both<br />

residents and emergency<br />

personnel, as well as<br />

damage to homes and<br />

businesses. T<strong>here</strong> are 17<br />

structures identified on<br />

<strong>the</strong> Repetitive Loss Properties list<br />

for <strong>the</strong> City of Easton and are<br />

reported to have flood insurance.<br />

Two of <strong>the</strong> structures were<br />

identified as having been<br />

mitigated. In total, 28 residents of<br />

<strong>the</strong> City of Easton have flood<br />

insurance with coverage of<br />

$3,550,000. The City of Easton<br />

has had 111 claims since 1978<br />

totaling $1,461,919.<br />

6 Seek funding to retain an engineer<br />

to design community tornado<br />

shelters and apply for grant<br />

funding for construction. A lack of<br />

tornado shelters poses a serious<br />

risk to <strong>the</strong> safety of <strong>the</strong><br />

community. The City of Easton<br />

has identified a need for<br />

Community Storm Shelters.<br />

7 Conduct an engineering study, in<br />

association with <strong>the</strong> State of<br />

Kansas, to examine <strong>the</strong> feasibility<br />

of raising <strong>the</strong> State highway 300<br />

yards east of First Street to <strong>the</strong><br />

twin bridges over Stranger Creek.<br />

The City of Easton has historically<br />

experienced flooding events, often<br />

resulting in <strong>the</strong> flooding of <strong>the</strong><br />

State Highway leading in and out<br />

of <strong>the</strong> city, leaving residents and<br />

commercial without an egress to<br />

<strong>the</strong> city, resulting in economic loss<br />

to <strong>the</strong> community. The relocation<br />

of <strong>the</strong> State Highway to <strong>the</strong> twin<br />

bridges over Stranger Creek<br />

would allow residents and<br />

commercial commodities to travel<br />

through <strong>the</strong> community during<br />
