repair and rebuild <strong>the</strong>m will increase.<br />

• Levee breeches can threaten wastewater treatment plants that are located in <strong>the</strong> area,<br />

causing shortages in this commodity.<br />

Development in Hazard Prone Areas<br />

Of <strong>the</strong> top 10 counties with <strong>the</strong> highest vulnerability rating for dam failure, 4 were also in <strong>the</strong> top<br />

10 for greatest housing unit gains from 2000 to 2010. Two of those four counties are Johnson<br />

and Leavenworth. It is not known if development is occurring within dam inundation zones.<br />

Most counties within Kansas do not have ordinances prohibiting or limiting development in dam<br />

inundation areas. If additional development does occur in inundation areas, <strong>the</strong> vulnerability to<br />

this hazard also increases.<br />

Levee Failure<br />

Of <strong>the</strong> top 10 counties in terms of development protected by levees, none in Region L made <strong>the</strong><br />

list. However, Leavenworth and Wyandotte counties do have numerous levees that do protect<br />

property and lives. If additional development and population growth is occurring in levee<br />

protected areas this increases <strong>the</strong> vulnerability should a levee failure or overtopping occur.<br />
