was a massive displacement of exports to the Axis powers, at the expense of<br />

France and Britain (the loss of trade with the USA was slightly less significant).<br />

Between July 1940 and July 1944, Germany (along with Italy until mid 1943)<br />

was by far the biggest consumer of Swiss goods. The neutral states (Sweden,<br />

Spain, Portugal and Turkey) also provided an attractive market from 1940<br />

onwards. Spain and Portugal were popular suppliers, and foreign trade with<br />

Sweden was relatively balanced.<br />

On-going negotiations with the Axis powers and the Western powers stipulated<br />

detailed conditions (export quotas and payment transactions) in a series of interstate<br />

agreements. In terms of time passage, these trade negotiations can be<br />

divided into six phases, during which the Swiss saw their scope for action<br />

changing, with new constraints, difficulties and bottlenecks continually<br />

emerging. The progress and turning points of the military confrontations determined<br />

the discontinuities which were at the same time responsible for changes<br />

in expectations and for radical changes in the way people saw the future. The<br />

first phase began with the German invasion of Poland on 1 September 1939.<br />

During the drôle de guerre (phoney war) in 1939/40, Switzerland sought to<br />

realign itself, and made approaches in all possible directions. This phase saw the<br />
