SOU 2013:40SummaryWe also propose that public control systems be developed on thebasis of a system approach so that they focus more on real impacton society and less on details and the performance of individualorganisations on the basis of an outdated accountability model.Scope for public sector servicesThe fact that the Riksdag and the Government have highlightedinnovation as an important watchword for public administrationhelps to create significant scope that public administration shouldseize. However, there are contrasting movements that considerablylimit the ability of public administration to develop. We believethat confidence is an important cornerstone of Swedishadministration and its development. Change requires leaders whotake risks, empowered employees and a high level of confidence –between politicians and officials, between managers and staff,between agencies at various levels, and between individuals and thepublic sector. It cannot be stressed enough how important it is tobuild on one of Sweden’s foremost assets – trust. We thereforeconsider that the trend of recent years towards diminishing trustand more control is counterproductive. It is misleading to believethat it is possible in one-year cycles to control, evaluate and reportyour way to desired results in an increasingly c<strong>om</strong>plex world andon issues that take a long time to change. The rear-view mirror isbec<strong>om</strong>ing so large that it is obscuring the view ahead. Controlsystems, administrative routines, the fear of making mistakes and apublic sector organised in thousands of more or less separatedivisions at various levels prevent c<strong>om</strong>petent staff fr<strong>om</strong> meetingsociety’s needs on the basis of policy.We therefore propose that the Riksdag and the Government reviewtheir positions on the establishment of special agencies whosemain task is to inspect other agencies under the Government.We also propose that agencies under the Government be allowedgreater financial scope.In addition, we propose that unnecessary burdens on agencies inthe form of regulations be reviewed so that agencies can free upresources for operations that create value.One important aspect of innovation and renewal efforts is theopportunity for agencies to launch concrete pilot projects so th<strong>att</strong>hey can test new ideas on a limited scale and learn fr<strong>om</strong> them.
