SOU 2013:40Summaryto effective problem-solving across agency divides and help thepublic sector to make better use of the c<strong>om</strong>bined c<strong>om</strong>petence andideas that exist within its ranks.We therefore propose that an infrastructure for ideas andknowledge management be built in public administration.Capacity to carry out innovation and change processesThere must be capacity to carry out change processes based on thepurpose of operations. This is about the motivation and skills ofindividuals and the capacity of organisations to move fr<strong>om</strong> idea toimplementation, to change behaviour and create value – either ontheir own or in collaboration.The impact of an innovative and collaborating administration isto a large extent affected by the <strong>att</strong>itude and skills of those managingit. Managing and developing learning organisations and pr<strong>om</strong>otinginnovations and new thinking require a certainc<strong>om</strong>petency. The innovation and renewal dimension must be mademore pr<strong>om</strong>inent in the recruitment procedure so as to getmanagers who have the right c<strong>om</strong>petency and <strong>att</strong>itude to lead achanging administration. This, c<strong>om</strong>bined with appropriate terms ofemployment and possibly also incentives, could lead to moremanagers who can, want to and dare to develop publicadministration.We therefore propose that capabilities and experience in terms ofinnovation and change work be taken into account when drawingup candidate profiles for the recruitment of agency heads.We also propose the creation of a programme for directors generalthat supports them in their work to develop and renew publicadministration.Moreover, we propose a more detailed analysis of various formsof incentives that could favour sustainable renewal efforts fr<strong>om</strong> aholistic perspective.The knowledge of the public sector and its ability to think innovativelyand develop operations need to be strengthened, and methodsfor understanding and changing various c<strong>om</strong>plex systems needto be developed further. A concerted effort is required on the partof the entire public sector to further develop public services basedon the perspectives and needs of people and businesses.
