The Speaker noted that, as stated in the views expressed by the Chairman of the<br />

Council of Ministers and many members, the Assembly was unanimous in<br />

endorsing the agreed minutes of the meeting held between the Royal<br />

Government and the ULFA leaders, and for giving the ULFA time to implement<br />

their commitment to remove four of their camps within December 2001. The<br />

Speaker, therefore, concluded the debate on this issue and called on the<br />

members to focus the discussion on the course of action that should be taken if<br />

the ULFA do not remove their camps within December this year, as agreed by<br />

them.<br />

The people’s representatives of Haa, Chukha, Bumthang, Samtse, Sarpang,<br />

Samdrup Jongkhar and Dagana Dzongkhags and the BCCI representative said<br />

that the Royal Government should wait to see whether the ULFA will remove<br />

four of their camps within December 2001, as agreed by them in the agreed<br />

minutes of the meeting their leaders had signed with the Royal Government. If<br />

they do not implement the provisions of the agreed minutes, it then definitely<br />

calls for military action to be taken in accordance to the resolution of the 78 th<br />

Session of the National Assembly, to remove the militants from Bhutanese soil.<br />

Similarly, a Royal Advisory Councillor and the Samtse Dzongda said that the<br />

ULFA should be given the time frame laid down in the agreed minutes to<br />

implement the commitment given by them. However, if they do not honour<br />

their own commitment, it would then mean that peaceful measures have been<br />

exhausted and military action will have to be taken to remove them.<br />

The Foreign Minister expressed his view that, as submitted by many<br />

representatives of the people, the Royal Government’s efforts to solve the<br />

problem peacefully would come to an end if the ULFA do not honour the<br />
