the time to make excuses regarding service to the country as Bhutan is going<br />

through a very difficult time today. The people have repeatedly pledged in the<br />

presence of His Majesty the King, both in the National Assembly and during the<br />

8 th Plan review meetings, that they are ready to come forward with manpower<br />

and material support to safeguard the security of the country. The time has<br />

come to live up to this pledge. The members emphasized that all able bodied<br />

men in the villages, business community and the private sector must come<br />

forward for military training. In all recent sessions of the National Assembly,<br />

the people had repeatedly requested for training to be imparted to militia<br />

volunteers. The members requested the Government to coordinate the training<br />

of militia volunteers and to issue orders for their deployment whenever it is<br />

necessary. If the ULFA do not honour the commitment they had given in the<br />

agreed minutes and reduce their presence in the country within December 2001,<br />

it will leave only four to five months for this deadline to expire. Therefore, it is<br />

very important to further strengthen and prepare the armed forces for effective<br />

military action.<br />

The people’s representatives of Samdrup Jongkhar, Mongar, Tsirang, Trashi<br />

Yangtse and Pema Gathsel Dzongkhags submitted that all able bodied men who<br />

can serve as soldiers should protect the high security risk areas while the others<br />

should look after the security of the Dzongkhags, Goendays and other<br />

institutions. While the enemies at the gates are being subdued the inner jewels<br />

of the country which provide the ultimate strength and inspiration for the nation<br />

must not be harmed. The people are, therefore, fully committed to serving the<br />

country to the best of their abilities.<br />

Recalling that the representative of the armed forces had informed the house<br />

that the number of officers and NCO instructors available for imparting military<br />

training was limited, the members said that it should not be absolutely necessary<br />

that officers are required in large numbers to train militia volunteers. There<br />

should be enough NCOs among the thousands of trained soldiers who would be<br />
