On the occasion of irreparable misfortune, the monastic community led by His<br />

Holiness the Je Khenpo offered prayers that such tragedy do not recur again.<br />

They also extended their words of condolences, and said that His Holiness will<br />

offer prayers for the deliverance of souls of the deceased and for their rebirth in<br />

the realm of happiness.<br />

The Speaker said that the Hon’ble Home Minister has reported about the<br />

destruction of a truck by land mine on July 31, 2001. The truck belonging to the<br />

Department of Forestry Services was traveling from Manas area carrying 13<br />

passengers. The explosion at Devadangi in Assam which is four kilometers<br />

away from the border at Dadgari, Gelephu not only blew apart the truck but<br />

killed five people: four forest guards and a student, and wounded eight others.<br />

The members of the National Assembly were astounded and overwhelmed in<br />

sorrow upon hearing this shocking news.<br />

The National Assembly has just finished discussing the murder of fifteen<br />

innocent Bhutanese travelers by Indian citizens armed with lethal weapons on<br />

the Assam highway in December last year. The murder of yet another five<br />

innocent Bhutanese has totally shocked and saddened the members of the<br />

National Assembly. They were also infuriated at the incident. The Speaker said<br />

that the submissions made by the honourable members one after the other<br />

condemning the attack and expressing grave reservations are all justifiable.<br />

Considering the situation, even the National Assembly feels that the people of<br />

Bhutan will definitely nourish serious doubt and misgivings. Therefore, it is<br />

extremely crucial for the Council of Ministers and the Lhengye Zhungtshog to<br />

hold a comprehensive discussion addressing this particular issue. The people of<br />

Bhutan have always regarded India as closest friend, neighbour and<br />

development partner with whom Bhutan shares very excellent relationship.<br />

Although the people commit themselves to this relationship with unwavering<br />

faith, they are not able to understand the ulterior motive of the policies of Indian<br />

government. If such heinous incidents were continuously perpetrated, it would<br />
