IV. Review of the Year 2000-2001 Budget and Presentation of the Year 2001-
2002 Budget
The information booklet on the review of the fiscal year 2000-2001 budget and
statement of the fiscal year 2001-2002 Budget prepared by the Ministry of
Finance was distributed to the honourable members of the National Assembly
on June 29, 2001. Lyonpo Yeshey Zimba, the Hon’ble Finance Minister
presented them to the Assembly on July 2, 2001.
He said that the fiscal year 2000-2001, which was marked by a comprehensive
mid-term review of the 20 Dzongkhags, was a very successful one. According
to reports submitted during the review meetings, the Dzongkhags were able to
utilize, on average, only 66% of the plan budget. Heavy rainfall in the past year,
shortage of manpower and the unavailability of funds on time committed by
donors were the main reasons.
Since the fiscal year 2001-2002 is the last year of the 8 th Five-Year Plan, the
government is also preparing for the 9 th Five-Year Plan. Many five-year plans
have been completed successfully in the last four decades. This has accrued
