The ULFA delegation said that they had the mandate from their<br />

Chairman and the Executive Council to inform the Bhutan Government<br />

that the ULFA is willing to close down the following camps.<br />

i. The Gobarkonda camp in the Manas Wildlife Sanctuary.<br />

ii. The Nangri camp in Pemagatshel District<br />

iii. The Deori camp under Samdrup Jongkhar District<br />

iv. The Military Training Centre under Matshala Block<br />

They also informed the RGOB delegation that the ULFA camp in<br />

Daifam had been recently closed down and that they had a Military<br />

Training Centre and another camp called the Middle Zonal Camp under<br />

Martshala Block.<br />

3. When the Home Minister asked Mr. Burhagohain and Mr. Hazarika<br />

where they were going to shift their camps from Bhutan they mentioned<br />

that the cadres from the camps will be sent to ULFA camps outside<br />

Bhutan. On being asked when the shifting of the camps will take place<br />

the ULFA delegation said they will require time untill December as they<br />

can only shift the camps after the monsoon season.<br />

4. The Home Minister and the Chairman of the Royal Advisory Council asked Mr.<br />

Burhagohain and Mr. Hazarika whether they were thinking of consolidating the<br />

nine camps into five big camps. The ULFA delegation said that they would not<br />

only shift the above camps but would also reduce the strength of the remaining<br />

five camps.<br />

5. The Home Minister pointed out that there has to be a specific time frame for the<br />

remaining ULFA camps to be shifted from Bhutan. Otherwise, the shifting of<br />

the camps mentioned by them would serve no purpose with five major camps<br />

still remaining in Bhutan.<br />
