clearly by the people’s representatives.<br />

Since a budget of Nu.10,047 million has been allocated for the fiscal year 2001-<br />

2002, there is no doubt that the last year of the 8 th plan would be very successful<br />

if no emergency situation arises in the country and if the people and the<br />

government work hand in hand. They expressed gratitude and appreciation of<br />

the people to the government for preparing the budget.<br />

They also pointed out that the government has been very generous to raise the<br />

teaching allowance of the teachers of primary schools from 15% to 30% of their<br />

basic pay, and provide incentives ranging from 30-45% to medical doctors.<br />

Since this has been done with the noble objective of benefiting the people, they<br />

expressed their expectations that the teachers would also work with loyalty and<br />

dedication without rendering these benefits as worthless. The children are the<br />

future citizens of the country and it is extremely vital that the teachers impart<br />

them valuable value education.<br />

Since the daily wages of the national work force has been increased by 100%<br />

considering the welfare of the humble people, their gratitude to the Royal<br />

Government will be unparalleled. This raise in the daily wage would hopefully<br />

decrease the numbers of expatriate workers and encourage Bhutanese to<br />

participate in the national workforce, thereby fulfiling the policies of the<br />

government and aspirations of the people to streamline and consolidate the<br />

national workforce system. They also extended thankfulness for increasing the<br />

daily subsistence allowance of the civil servants.<br />

Since the launching of the five-year plans, the vital public infrastructure and<br />

services has been provided free of cost to the people. At the end of the 8 th plan,<br />

which completes four decades of development, the people of Bhutan are still the<br />

least taxed in the world. All these are credits to the Royal Government alone.<br />
